Incumbents in this position are responsible for planning, organizing and managing City street right-of-way construction/excavation for City code and ordinance compliance as well as programs for sidewalk replacement, crossing guards and sewer lateral construction.
Essential Functions and Responsibilities:
- Manages the inspection and investigation of all Street Permits, including: Blocking, Excavation, Sewer Lateral, Sidewalk, Driveway, Over-dimensional, Café, Loading Zone, Special Event; to ensure compliance with the laws and ordinances regarding the City's right of way.
- Maintains accurate records, field notes and files, including downloading from electronic equipment used in the field.
- Manage all aspects of the City’s Sewer Lateral Repair Program. Including, but not limited to, the following: Review video/plumber’s statements, communicate with property owner, create service request with inspections, create bid, create excavation permit, call/email out bids, open/record/accept bids and publish results, create notice to proceed and encumbrance forms, close out jobs upon substantial completion by inspector, file accordingly.
- Plans, organizes, assigns and directs the work activities of subordinate staff to realize the unit’s work goals and to ensure the consistent application of unit and/or technical policies, procedures and guidelines.
- Trains subordinate staff in the work principles, policies and or procedures to maintain and/or improve the production levels of employees in accordance with established work performance standards.

- Data Utilization: Requires the ability to perform mid to upper-level data analysis including the ability to coordinate, strategize, systemize and correlate, using discretion in determining time, place and/or sequence of operations within an organizational framework. Requires the ability to implement decisions based on such data, and overseeing the execution of these decisions.
- Human Interaction: Requires the ability to manage and direct a large group of employees, including first-line supervisors. Oversees and controls employee discipline, selection and allocation, and planning of human resources.
- Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as motor vehicle, two-way radio, level, measuring. wheel/tape, computer terminal, typewriter, telephone, fax machine, calculator/adding machine, computer printer and photocopier, and/or materials used in performing essential functions.
- Verbal Aptitude: Requires the ability to utilize a variety of reference, descriptive and advisory data and information such as budgets, purchase orders, billing statements, blueprints, construction specifications, bids, contracts, payroll records, inspection forms/reports, public notices, right-of-way permits, work orders, photos, maps, street guides, assessor records, personnel policies, performance evaluations, city codes, ordinances, procedures, guidelines and non-routine correspondence.
- Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages, fractions and decimals; calculate surface area and volume; perform mathematical operations involving basic algebra and geometry.
- Functional Reasoning: Requires the ability to apply principles of influence systems such as supervision, managing, leading, directing, planning, coordinating and controlling. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.
- Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the direction, control and planning of an entire program or multiple programs.
- Environmental Factors: Work is normally performed in an office environment under generally safe and comfortable conditions where exposure to site hazards and irate individuals poses a very limited risk of injury.
- Physical Requirements: Requires the ability to lift, push and pull objects such as manhole covers weighing up to fifty (50) pounds. Requires the ability to stoop, walk, balance, climb, bend and twist to perform site inspections and operating required equipment.
- Sensory Requirements: Requires the ability to recognize and identify similarities or differences between characteristics of shapes, sounds and odors associated with job-related objects, materials and tasks to distinguish objects clearly and communicate with others.
Qualifications
An Associate’s degree in construction technology or successful completion of a recognized two-year training program in construction technology; plus two years of utility and street construction experience. OR an equivalent combination of education, training, and experience.
Preference: At least one year of previous supervisory experience is preferred.
License: Incumbents must possess and maintain a valid driver's license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present license upon request. Veterans Preference Points

City Residence Preference Points
City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
