Job Purpose
The Facilities Manager is responsible for the strategic oversight and operational execution of maintenance, inspections, and unit readiness across the property portfolio. This role ensures all communities meet regulatory compliance standards, maintain high-quality physical conditions, and operate efficiently. The Facilities Manager leads key functional teams and collaborates cross-functionally to support occupancy goals, resident satisfaction, and asset preservation.
Duties & Responsibilities
- Oversee operations of maintenance, inspections, and make-ready functions across all properties
- Ensure compliance with all applicable housing regulations, including LIHTC and HUD standards
- Lead and develop team leaders to achieve operational excellence and consistency
- Monitor property conditions and implement preventive maintenance strategies
- Ensure readiness and compliance for inspections, including NSPIRE protocols
- Partner with Property Management to support leasing, occupancy, and resident retention goals
- Analyze operational and financial data to drive efficiency and cost control
- Oversee vendor relationships and contract performance
- Support budgeting, forecasting, and expense management related to facilities operations
- Maintain accurate reporting through property management systems, including OneSite
Key Performance Measurement(s)
- Inspection Compliance & Readiness:
- Achieve and maintain passing scores on all NSPIRE inspections with minimal deficiencies and timely correction of findings
- Unit Turnaround Efficiency:
- Ensure average make-ready completion meets established timelines, while maintaining quality standards \
Work Order Completion:
- Maintain =95% on-time completion rate for work orders, with high resident satisfaction scores
Preventive Maintenance Execution:
- Complete 100% of scheduled preventive maintenance tasks within designated timeframes
Budget Management:
- Operate within approved maintenance and capital expenditure budgets, minimizing variance
Team Performance & Retention:
- Maintain low turnover within maintenance-related teams and ensure ongoing training and development completion
Physical Activities & Requirements
- Ability to sit, stand, walk, bend, stoop, climb ladders, and perform physical tasks for extended periods as needed.
- Ability to lift, carry, push, or pull up to 50 lbs. safely.
- Ability to perform tasks both indoors and outdoors in various weather conditions.
- Basic janitorial and manual labor tasks, including cleaning, snow removal, and minor repairs.
- Good vision and hearing to perform inspections, operate equipment, and communicate effectively.
- Must possess a valid driver’s license and maintain a clean driving record.
- Ability to respond to after-hours calls and participate in on-call rotation as required.
Qualifications
Required:
- Minimum 5 years of experience in multi-family property management and/or maintenance operations
- Experience using OneSite property management software (1+ year required)
- College degree in a related field
- Bilingual – English & Spanish (required)
- Proficiency in Microsoft Office Suite, Teams, and SharePoint
Preferred:
- Certified Facility Manager (CFM) designation
- Accounting or financial management background
